What is the Claim About?

TikTok is deeply embedded in the daily lives of young people in Italy, including children under 13 who can easily access the platform by simply lying about their age. The supposed age restrictions are nothing more than a façade: with no real verification in place, they are meaningless and can easily be bypassed. Despite claiming to protect minors with rules like limiting direct messages to those over 16 or livestreaming to those over 18, TikTok systematically exposes children to features that put them at risk. This deliberate negligence leaves minors vulnerable to manipulation, commercial exploitation, and harmful online dynamics.
At the heart of TikTok’s design lies the “For You” feed, an algorithmic profiling system that relentlessly tracks every tap, pause, and scroll. This mechanism creates a highly addictive cycle of personalized recommendations, locking children and adolescents into constant engagement. In this environment, minors are not only bombarded with commercial content, including hidden advertising, but are also systematically exposed to harmful material that poses both physical and psychological dangers. These include content promoting self-harm, viral challenges with severe physical risks, extreme diet culture and body dysmorphia, and the so-called “Sephora Kids” phenomenon, where very young users are aggressively targeted with beauty products.
TikTok engages in extensive data collection practices that go beyond what is strictly necessary for the app to function. Independent investigations and regulatory authorities have found that TikTok collects and processes users’ personal data without a valid legal basis and lets users join with no real age verification or parental approval, while offering privacy notices that are confusing, incomplete, and often presented only in English. Behind its playful surface, TikTok quietly builds detailed profiles on users’ behavior and preferences, using this information for targeted advertising and profit. Users are given no real choice: cookie banners are misleading, opt out options are hidden, and tracking continues even when users believe they have refused consent. This constant and opaque data harvesting exposes everyone — especially minors — to invasive profiling practices that disregard their right to privacy, safety, and control over personal information.
